Why move online?
Renewing online through our new portal helps reduce paper use and saves residents a trip to City Hall!
In the past, residents typically needed to visit City Hall twice: once to submit the application and again to pick up the permit sticker. Now, the process is simpler and more convenient! You can complete the entire application online from home, including uploading your driver’s license and proof of insurance. There’s no need to notarize forms or print insurance policies — just upload your documents directly through the portal. Once approved, you can pay online via card and have your golf cart permit mailed directly to your home!
Checks are still accepted at City Hall. If you would prefer to pay with a check or money order, apply online and then stop by City Hall once your application is approved to pay and pick up your permit.

The Golf Cart Ordinance, passed in December 2021 and effective as of March 1, 2022, allows golf carts to operate legally on designated City streets. To drive your golf cart on these streets, it must:
- Have a valid permit from the City of DeBary.
- Meet all safety and operational standards outlined in the ordinance.
Before this ordinance, unlicensed golf carts were prohibited from driving on or alongside public roads and sidewalks under State law.
Important Rules to Remember
- Permits Are Required: Driving without a valid permit can result in a fine of $150 per incident.
- Moving Violations: Operating a golf cart in violation of traffic laws can lead to a $166 fine per incident.
- Low-Speed Vehicles (LSVs): Golf carts licensed as LSVs are not subject to this ordinance. LSVs must follow State rules and display a valid license plate.
