Former Mother-In-Law of Dismissed Ukraine Prosecutor General Denies Buying Dubai Villa

The former mother-in-law of recently dismissed Ukrainian Prosecutor General Ruslan Kravchenko owned a Dubai villa while he was an official at a different government body, according to leaked property data. She denies making the purchase.

With a cloud of controversy hanging over former Ukrainian Prosecutor General Ruslan Kravchenko — who was dismissed last week after his office was raided by anti-corruption officers — information has now emerged about a mystery villa in Dubai.

Records show Kravchenko’s former mother in law was listed as the owner of the Dubai villa. But she denies making the purchase.

Alina Shkrobanets acquired villa for about $670,000 in 2023, according to leaked Dubai property data obtained by OCCRP and shared with Schemes, the investigative unit of RFE/RL’s Ukrainian Service.

At the time, Kravchenko headed the Kyiv Regional Military Administration and was married to Alina Shkrobanets' daughter, Olena.

“I didn’t buy anything in the United Arab Emirates,” Alina Shkrobanets told Schemes, suggesting her identity details might have been used without her knowledge.

“I’m wondering if someone might have used my information against me,” she said in a phone interview.

Olena Shkrobanets, Kravchenko’s ex-wife, told Schemes she knew nothing about the villa in Dubai’s upscale Damac Lagoons development. Reporters did not receive responses to messages sent to Kravchenko over Facebook, where he has posted recently, or to his Ukrainian phone number.

At the time of recorded purchase, the Dubai villa was still under construction. By 2025, it had a new owner: Andriy Keibash, who confirmed purchasing the property in 2025, but declined to tell reporters who he bought it from.

Keibash manages La Veranda restaurant in Kyiv. Video posted on the restaurant’s Instagram account in 2022 showed Kravchenko dining there with Olena Shkrobanets, who he was married to at the time, along with her parents.

Kravchenko’s former father in law, Igor Shkrobanets, echoed his wife, telling reporters he knew nothing about the Dubai investment. 

Igor Shkrobanets is a member of the Chernivtsi Regional Council in western Ukraine. As a public official, he is required by Ukrainian law to declare his family’s assets. The Dubai villa was not listed on his declaration for 2023 or 2024. 

The property is not related in any way to the current investigation that led to the raid on the Prosecutor General's Office, which Kravchenko has led since June 2025.

The National Anti-Corruption Bureau of Ukraine (NABU) has said it was investigating a “criminal organization” that laundered millions of dollars in proceeds from fraudulent call centers. 

“The scheme was organized by a head of a department at the Prosecutor General's Office,” NABU said.

Kravchenko does not face charges in the investigation into a network of fraudulent call centers, which allegedly paid bribes to people working in his office in order to avoid legal scrutiny. 

Kravchenko’s whereabouts are unknown. On September 14, he posted to Telegram that he was on a “foreign business trip,” and said he planned to “inform international partners about the real state of affairs in the system of anti-corruption bodies.”

He criticized anti-corruption agencies, alleging that there are “indications that unchecked influence is becoming concentrated in their hands,” and warning that could threaten “the rule of law and democratic institutions of Ukraine.”

He also signed a notice of suspicion targeting the chief of NABU, accusing him of forging documents for financial gain. In response, NABU said it considered “these actions as a continuation of the systematic attack on independent anti-corruption bodies.”

The office of President Volodymyr Zelensky issued notice on September 14 that Kravchenko had been dismissed from his position as Prosecutor General. Kravchenko had ⁠submitted his resignation earlier, on September 7, two days after the anti-corruption agencies announced the call-center investigation.
