In 517England, the sheriff came into existence around the 9th century. This 518makes the sheriff the oldest continuing, non-military, law enforcement 519entity in history. In early England the land was divided into geographic 520areas between a few individual kings â these geographic areas were 521called shires. Within each shire there was an individual called a reeve, 522which meant guardian. This individual was originally selected by the 523serfs to be their informal social and governmental leader. The kings 524observed how influential this individual was within the serf community 525and soon incorporated that position into the governmental structure. The 526reeve soon became the Kings appointed representative to protect the 527Kingâs interest and act as mediator with people of his particular shire. 528Through time and usage the words shire and reeve came together to be 529shire-reeve, guardian of the shire and eventually the word sheriff, as 530we know it today. 531The Office of Sheriff grew in importance with increasing 532responsibilities up to and through the Norman invasion of England in 5331066. The duties of the sheriff included keeping the peace, collecting 534taxes, maintaining jails, arresting fugitives, maintaining a list of 535wanted criminals, and serving orders and writs for the Kings Court. Most 536of those duties are still the foundation of the sheriffâs 537responsibilities in the United States. The responsibilities of the 538Office of Sheriff in England ebbed and flowed, depending on the mood and 539needs of kings and government. In 1215 the great document of freedom, 540the Magna Carta, was reluctantly signed by King John. This document had 54163 clauses, 27 of which are related to the restrictions upon, as well 542as, the responsibilities of the sheriff. Through the passage of time, 543the English sheriff began to lose responsibility and power, and by the 544early 1800âs it became largely ceremonial, as it remains today. 545

545The concept of sheriff, because of the vast British Empire, was 546exported to places such as Canada, Australia, India, and, of course, the 547American Colonies. In America, the office was modified over a period of 548time to fit democratic ideals. The Dutch settled the area called New 549Amsterdam (what is now New York City) in 1626. The Dutch version of the 550sheriff was called a âschout.â When the English claimed the land, the 551schout became the sheriff. In the other American colonies, following the 552pattern of English government, sheriffs were appointed. The first 553sheriff in America is believed to be Captain William Stone, appointed in 5541634 for the Shire of Northampton in the colony of Virginia. The first 555elected sheriff was William Waters in 1652 in the same shire (shire was 556used in many of the colonies, before the word county replaced it.) 557

The sheriffâs office in America was much less social, had less 558judicial influence, and was much more responsive to individuals than the 559English Sheriff. The duties of the early American Sheriff were similar 560in many ways to its English forerunner, centering on court related 561duties such as security and warrants, protection of citizens, 562maintaining the jail, and collecting taxes. As the nation expanded 563westward, the Office of Sheriff continued to be a significant part of 564law enforcement. The elected sheriff is part of Americaâs democratic 565fabric. In 1776 Pennsylvania and New Jersey adopted the Office of 566Sheriff in their Constitution. The Ohio Constitution called for the 567election of the county sheriff in 1802, and then state-by-state, the 568democratic election of sheriff became not only a tradition, but in most 569states a constitutional requirement. In the United States today, of the 5703083 sheriffs, approximately 98 percent are elected by the citizens of 571their counties or parishes. - National Sheriff's Association

572 573 574
575
576
577 578 579
580
581
582 583
Partners
584 585
State of Vermont 586
Humanity Scheduling 587
RX Drug Drop Boxes 588
VT Criminal Justice Council 589
Rehabs 590
591 592 593
594
595
596
597
598
599
600 601 602
603

604
605
606

607
608 612 613
614
615

616 617
618
619
620
621 622
623 Contact Us 624 625
185 Old Ferry Road
Brattleboro, VT 05304-8126
Phone: 802-365-4942
Emergency: 802-365-4949
Fax: 802-365-4945
626
627
628 629
630
631
632
Privacy

633 634
635 © 2026 All rights reserved. 636
637
638
639
640
641 643 644 <!--
