97
1. Who we are

98
Health Enrollment Center is a trade name of Sprinter Insurance Agency LLC, a licensed insurance agency. We help consumers compare and enroll in health insurance and related products, including ACA/marketplace plans, private and off-marketplace plans, short-term medical plans, COBRA alternatives, and dental and vision plans. We are a private company. We are not HealthCare.gov, not a state or federal exchange or marketplace, and n
98ot affiliated with, endorsed by, or connected to any government agency.

99
100
2. Information we collect

101
We collect the following categories of information:

102
a. Information you provide to us

103

104
Identifiers and contact data: name, telephone number(s) (including mobile), email address, mailing address, and ZIP code.

105
Demographic and eligibility data: date of birth or age, gender, marital and household status, number of dependents, household size, estimated household income, tobacco use, employment status, and citizenship or lawful-presence status where relevant to eligibility.

106
Health-related information you choose to share: general information about your coverage needs, existing conditions, current insurance status, prescriptions, or preferred providers. We ask that you provide only what is needed to assist you.

107
Communications: the contents of, and metadata about, your calls, texts, chats, emails, voicemails, and form submissions with us. Calls may be recorded and monitored (see Section 7).

108

109
b. Information we collect automatically

110

111
Device and technical data: IP address, browser type and language, operating system, device type and identifiers, screen and viewport size, and referring and exit URLs.

112
Usage data: pages viewed, links and buttons clicked, form-field interactions, mouse movements, scroll depth, session duration, and timestamps.

113
Geolocation data: approximate location derived from your IP address and, where you permit it, more precise location from your device (see Section 3).

114
Marketing and attribution data: UTM parameters, click identifiers, ad and campaign identifiers, dynamic phone numbers assigned to your session, and the landing page and source that referred you.

115

116
c. Information from third parties

117

118
Lead sources and marketing partners: if you submitted your information on a partner, affiliate, comparison, or lead-generation website, that party may transfer your information to us along with a record of your consent.

119
Verification, analytics, and enrichment providers: data used to validate phone numbers and email addresses, detect fraud, append demographic or contact information, and measure marketing performance.

120
Insurance carriers and platforms: quote, eligibility, and enrollment information used to service your request.

121

122
123
3. Geolocation information

124
We collect location information in two ways. First, we automatically infer your approximate location (such as your region, state, city, or ZIP code area) from your IP address and other network signals. Second, where your browser or device permits and you allow it, we may collect more precise geolocation from your device. We use location information to determine which plans, carriers, agents, and pricing are available in your area, to route your inquiry to a licensed agent authorized in your state, to tailor content and advertising, to detect and prevent fraud, and to comply with legal and licensing requirements. You can limit precise location collection through your device or browser settings, though doing so may reduce the accuracy of the quotes and options we can show you.

125
Some third-party technologies on the Services, including the visitor identification pixel described in Section 4, may ask your browser for permission to access your device’s precise location. If you allow it, your precise location may be collected, updated while you remain on the page, and disclosed to that provider, which may use it as described in Section 4. Precise geolocation is considered “sensitive personal information” under some state privacy laws. You can decline your browser’s location request, or withdraw the permission at any time in your browser or device settings, and you may exercise the right to limit the use of sensitive personal information described
125in Section 11.

126
127
4. Cookies & tracking technologies

128
We and our service providers and advertising partners use cookies, web beacons, pixels, tags, software development kits (SDKs), local and session storage, device fingerprinting, and similar technologies to operate the Services, remember your preferences, measure performance, and deliver and measure advertising. These technologies include, among others:

129

130
Analytics — such as Google Analytics 4 — to understand how visitors use the Services.

131
Advertising and conversion measurement — such as the Meta (Facebook) Pixel and Conversions API, Google Ads, and other ad-platform tags — which may allow those platforms to build profiles and serve you targeted ads across the web and their properties. This may include sending hashed identifiers (such as an email address or phone number) to those platforms to match and measure conversions.

132
Call tracking and session attribution — including dynamic number insertion — to attribute calls and form submissions to the marketing source that referred you.

133
Session recording and heatmapping — to analyze on-page behavior and improve the Services.

134
Visitor identification and retargeting — including a pixel provided by FullThrottle that places a long-lived identifier cookie on your browser and collects your IP address, browser and device information, the pages you visit and the page that referred you, your language and time zone, and, if you permit it, your precise location (see Section 3). FullThrottle may combine this information with information it obtains from other sources to recognize you or your household, and we and our partners may use the results to market to you through online advertising and other channels permitted by law.

135

136
Most browsers let you block or delete cookies and control other tracking through their settings. Some browsers offer a “Do Not Track” or Global Privacy Control (GPC) signal; where required by law, we honor GPC as a request to opt out of the “sale” or “sharing” of personal information for cross-context behavioral advertising. Blocking these technologies may affect how the Services function.

137
138
5. Lead certification (TrustedForm)

139
We use ActiveProspect’s TrustedForm service to document and verify your interactions with our forms and the consent you provide. When you visit a page containing a form, TrustedForm’s script may capture technical and behavioral information about your visit — such as page content, the fields you complete, your keystroke and mouse activity, timestamps, and your IP address — and generate a certificate that we and our partners may retain as a record of your consent. This information is collected and processed by ActiveProspect as described in its privacy policy. We use TrustedForm certificates for compliance, quality-assurance, and dispute-resolution purposes.

140
141
6. How we use your information

142

143
To respond to your requests, provide quotes, and help you compare, apply for, and enroll in insurance products.

144
To connect you with licensed insurance agents authorized in your state.

145
To contact you and follow up with you about your inquiry and related products and services, by the methods described in Section 7.

146
To personalize content, offers, and advertising, and to measure and improve our marketing and the Services.

147
To verify your identity and information, prevent fraud, maintain security, and enforce our Terms & Conditions.

148
To operate, maintain, analyze, and improve the Services and our business.

149
To comply with applicable laws, regulations, licensing obligations, and lawful requests, and to establish, exercise, or defend legal claims.

150

151
152
7. Marketing & communications

153
When you submit your information through the Services or otherwise provide your contact information to us, you expressly authorize Health Enrollment Center, Sprinter Insurance Agency LLC, our affiliates, licensed agents, and marketing partners to contact you at the telep
153hone number(s) and email address you provide — including any wireless or cellular number — for marketing, servicing, and informational purposes, using:

154

155
automatic telephone dialing systems and auto-dialers;

156
artificial voice and prerecorded voice messages;

158
text messages (SMS and MMS);

159
ringless or direct-to-voicemail messages; and

160
live agents, email, and chat.

161

162
This consent applies even if the number you provide is listed on a federal, state, or internal Do-Not-Call registry. You understand and agree that your consent is not a condition of purchasing any goods or services, that message and data rates may apply, and that message frequency varies. Calls and messages may be recorded and monitored for quality, training, verification, and compliance.

163
How to opt out. You may revoke your consent and stop marketing communications at any time: reply STOP to any text message to opt out of texts (reply HELP for help); ask any agent to place you on our internal do-not-call list; use the unsubscribe link in our emails; or contact us using the details in Section 17. Revoking consent will not affect the lawfulness of communications sent before we process your request, and we may still send you non-marketing service messages related to a transaction you have with us.

164
165
8. How we disclose your information

166
We may disclose the categories of information described above to the following categories of recipients:

167

168
Insurance carriers, underwriters, and enrollment platforms to obtain quotes and process applications.

169
Licensed insurance agents and agencies — including agents outside our company — who may contact you to discuss coverage.

170
Marketing and advertising partners, affiliates, and lead purchasers who may use your information to market their own or third parties’ insurance and financial products and services.

171
Service providers and vendors that perform services on our behalf, such as hosting, analytics, call and communications platforms, dialers and messaging providers, CRM and data systems, identity and lead verification (including ActiveProspect/TrustedForm), and fraud prevention.

172
Advertising platforms such as Meta and Google, for conversion measurement and audience matching.

173
Data and visitor identification partners, such as FullThrottle, that collect information through technologies on the Services (including, if you permit it, precise location) and may combine it with information from other sources to identify visitors and support marketing.

174
Professional advisors and authorities where necessary to comply with law, respond to lawful requests or legal process, enforce our agreements, or protect the rights, property, or safety of Health Enrollment Center, our users, or others.

175
Successors in connection with a merger, acquisition, financing, reorganization, or sale of assets.

176

177
Because we and our partners may market a range of insurance and financial products, the agents or companies that contact you may offer products beyond the specific coverage you inquired about.

178
179
9. “Sale” and “sharing” of information

180
Certain disclosures described in Section 8 — including the transfer of your information to marketing partners and lead purchasers, and the use of advertising cookies and identifiers — may be considered a “sale” or “sharing” of personal information, or “targeted advertising,” under certain state privacy laws. We do not knowingly sell or share the personal information of individuals we know to be under 16 years of age. You have the right to opt out of such sale or sharing as de
180scribed in Sections 10 and 11.

181
To exercise that right, see Do Not Sell or Share My Personal Information, which sets out every way to submit the request and what an opt-out does and does not change.

We are not the Health Insurance Marketplace, HealthCare.gov or a state exchange, and we are not affiliated with or endorsed by the Centers for Medicare & Medicaid Services (CMS) or any other government agency.

We don’t offer every plan available in your area. Any information we give you is limited to the plans we offer there, and this website may not show all data on the Qualified Health Plans in your state. Possible options include, but aren’t limited to, ACA Major Medical plans, Short-Term plans and Fixed Indemnity plans. Plan descriptions are for information only and may change. Quotes vary based on coverage choices, carrier underwriting and other factors. For a full plan description, call us at (844) 671-5373 to check your eligibility and to request a copy of the applicable policy. We only invite insurance applications in states where we’re licensed and appointed.

Affordable Care Act (ACA): The Affordable Care Act (ACA), sometimes called “Obamacare,” is a major healthcare reform law. Under the ACA, individual medical insurance plans must cover ten Essential Health Benefits to qualify as a Qualified Health Plan (QHP) and provide “minimum essential coverage” (MEC). Premium tax credits depend on eligibility, which the Marketplace determines. To see all QHP options in your state and enroll for free, visit www.HealthCare.gov or your state’s Marketplace website, or call 1-800-318-2596 (TTY 1-855-889-4325).

Short-Term Medical (STM): STM plans don’t provide comprehensive medical coverage. They aren’t minimum essential coverage under the ACA and may not cover all Essential Health Benefits. These plans usually don’t cover pre-existing conditions and may limit how much they pay for health benefits. Short-term plans aren’t available in every state.

Fixed / Limited Indemnity: Indemnity plans add to health insurance. They don’t replace it, and they aren’t a substitute for the minimum essential coverage required by the ACA. If you’re eligible for Medicaid, check whether these payments affect your coverage or eligibility. Discount cards, where offered, are not insurance and pay no benefits.

Medicare: Health Enrollment Center doesn’t offer Medicare plans and isn’t connected with or endorsed by the U.S. government or the federal Medicare program. If you’re eligible for Medicare, visit Medicare.gov, call 1-800-MEDICARE (TTY users call 1-877-486-2048), 24 hours a day, 7 days a week, or contact your local State Health Insurance Assistance Program (SHIP) to learn about all of your options. Submitting a form on this site does not affect your current Medicare enrollment and will not enroll you in any Medicare plan.

State availability: Plans and services aren’t available in every state. The limits below apply to ACA Marketplace plans.
States where we sell add-on products and advise on Marketplace coverage: California. In California our licensed agents can enroll you in the non-ACA add-on products we offer and can answer questions about your ACA Marketplace options. State Marketplace rules don’t let us complete your ACA Marketplace enrollment, so we’ll walk you through enrolling with Covered California.
States where we can advise but can’t enroll you: Massachusetts, Nevada, New Mexico, Rhode Island and Vermont. Our licensed agents can answer your questions and help you understand your options. State Marketplace rules don’t let us complete your enrollment, so we’ll point you to your state’s official Marketplace to finish.
States we don’t serve: Alaska, Connecticut, Hawaii, Maryland, Michigan, Minnesota, North Dakota, Oregon, South Dakota, Washington and Wisconsin. We don’t currently offer plans or services to residents of these states.

Consent to contact: By checking the consent box and clicking “Find my plans” on a quote form on this site, you give your express written consent to Sprinter Insurance Agency LLC d/b/a Health Enrollment Center (“Company,” “we,” or “us”), our licensed agents, our marketing partners, and anyone calling on our behalf to contact you about health insurance at the phone number and email you provided, including by telemarketing calls made with an automatic telephone dialing system, an artificial or AI-generated voice, or a prerecorded voice; SMS/text messages; email; and postal mail.
