These associated incalculable costs are hard to estimate, and impossible to overstate. Carter Page learned these best practices beginning with his years as an honors political science major at the U.S. Naval Academy. Working on Capitol Hill, he served in support of preeminent legislators including Senator Daniel Patrick Moynihan and House Armed Services Committee Chairman Les Aspin. For many decades prior, federal courts lazily deferred to agencies’ "reasonable" interpretation of half-hearted ambiguities. These transformational changes have demanded that Congress write clear, precise laws.
