Issues to be addressed include the following:
327
328
Redesign and replacement of heating & cooling systems, including additional ventilation
329 Roof repair and insulation, and preparation for rooftop solar
330
Update of electrical and plumbing to bring systems up to current codes
331
Bathroom renovation, including correcting accessibility and plumbing issues causing odor problems
332
Replacement of damaged, leaking, and inoperable windows throughout the building
333 Interior painting and floor coverings (not done since the 1999 renovation)
334
Repair and replace ceiling tiles and light fixtures throughout the building that are missing or damaged
335
Repair or removal of masonry chimney (before it manifests as a structural issue)
336
Address issues identified in 2019 Accessibility Survey for building and grounds
337
Other repairs to the building envelope, and environmental upgrades for sustainability
338
Meeting room addition, to include much needed storage and flexible meeting facilities that will position the library 339 to deliver optimal services to our community for years to come.
340
341
342
Doesn't the Library already have a meeting room?
343
Education and lifelong learning are top priorities for our community, as is reflected in the library’s strategic goals. The 344 library currently holds 7 to 10 free public programs each week for all ages, with several thousand people attending 345 annually. The library’s current Activity Room lacks characteristics appropriate for community programming, and program attendance regularly exceeds the capacity of this room.
346

347 How will this project be funded?
348
The Town approved funding of $40,000 for design services at the April 2017 Town Meeting, and additional funding to 349 begin to address repairs to the existing building were approved in April 2023. The Library Trustees are undertaking a 350 Capital Campaign to raise the remaining funds needed for the addition. The Vineyard Haven Library Building Fund Inc., a 351 501(c)(3) nonprofit organization, has been formed to assist with fundraising. The campaign has gifts or pledges nearing 352 $1.5 million, and the volunteers will continue fundraising through the beginning of construction. Repairs to the existing 353 library building will require municipal funding to be approved at a Special Town Meeting.
354
Why can’t the project be funded by grants?
355
VHPL will not be eligible for funding through the state Library Construction Grant Program until 2029, and there is no 356 guarantee that the grant program will have funding at that time (projects remain on the waiting list since the 2017 grant 357 round). The library building fund has received a number of generous grants from private foundations for the meeting room 358 addition, but grant funding is limited as many local foundations do not support capital projects by organizations like the 359 library that can be sustained by tax-payer dollars.
360

361 Is the project being designed in such a way that it is environmentally friendly and sustainable?
362
Our architects are creating a plan to improve the sustainability of the entire library with many new windows, super 363 insulated building envelope, a state-of-the art all-electric HVAC system, and the addition of solar panels. A generator 364 would allow the library to provide services following emergencie
364s such as extreme weather events.
365
Why is the Meeting Room addition important?
366
Since 2007, the Vineyard Haven Public library has experienced more than 300% growth in attendance at adult programs. 367 The library hosts at least 40 events each month for all ages, and attendance has continued to be robust, with more than 368 8,000 attendees at online and in-person events in FY2024.
369
In order to safely gather our community for future in-person events we will need a larger space with proper ventilation. 370 The planned community room will have up-to-date technology, ample storage, and appropriate lighting and acoustics. Features will include large windows and doors looking out to the garden, a state-of-the art sound system including an 371 assisted hearing loop, and a large projection screen with high resolution projection system. The project will also include 372 technology and features to allow for quality live streaming of programs for those who can't attend in person.
373

374 The room will also be available as a meeting space for area nonprofits, government organizations, and social service 375 providers, and will be used as a collaborative work space for library visitors. Having a large and flexible multipurpose space 376 will allow the library to respond to other community needs, such as serving as cooling center and participating in food 377 insecurity initiatives.
378
How will the courtyard garden area be impacted?
379
24 years since the last renovation of the library, plantings have outgrown the space, brickwork has settled to create 380 tripping hazards, and regrading is needed to create proper pitch to shed water away from the building. 381 The addition will encompass a portion of the existing patio garden but is sited to leave a large garden area (approximately 382 2,000 square feet) remaining. Landscaping will increase accessibility and improve interaction between the meeting room, 383 reading room, and garden space. Project planners expect that public use of the garden will increase as it will be available 384 for indoor-outdoor programs. A planted border and fencing will maintain privacy both for library users and for abutters, 385 since the courtyard is in a residential neighborhood.
386
What is the "Shakespeare Garden" that has been discussed at recent meetings?
387
Prior to the last library renovation in 2000, a feature of the library's landscaping was a "Shakespeare Garden" dedicated 388 to Margaret Webster, American-British theater actress, producer and director. The garden was laid out in an oval roughly 389 19’ in diameter, planted with herbs and flowers mentioned in Shakespeare’s works. The centerpiece of the garden was a 390 bronze statue by Priscilla Pattison, given by Ms. Webster in memory of her partner Jane Brundred.
391

392 In 2000, a Landscaping Committee was appointed to create a new plan for the library grounds, which did not include a 393 Shakespeare Garden, although the statue remains in place in the library courtyard. The library would like to honor 394 Margaret Webster’s memory in a permanent and sustainable way, through landscaping and/or interior features. 395 Renowned landscape architect Michael Van Valkenburgh has contributed a conceptual design for the library grounds.
396
Will there be enough parking to accommodate the attendance at library events?
397
Our review of the recent programs indicate that the new room will not significantly change the number of attendees, but 398 will allow for more flexibility, fewer disruptions to other uses of the Library, and more appropriate accommodations. Many 399 citizens currently walk to the Library and others who do drive find sufficient parking nearby (more than 80 street parking
400 spaces are available within walking distance).
401
Has the Town considered a new library building, in a different location?
402
Renovating and expanding on the current site is the most cost-effective option, and will retain the advantages of the village location. For the renovation and addition project, only 23% of the square footage is new construction, while the remaining is renovation without structural changes. This project as planned would add 3,267 GSF to the existing 10,582 GSF building, for a total of 13,849 GSF. The estimated construction cost for this project is $7.9M (excluding soft costs), with a cost per square foot of $574.63. According to CHA Consulting who are providing our OPM services, current market trends for a new construction project on island are $1200-1300 per square foot. A new construction project for a library building of the same size on an empty plot of land which does not require any demolition would have a total estimated cost of $16.6M.
403
While the 200 Main Street location does not have a parking lot, there are more than 80 street parking spaces within walking distance (as calculated by a traffic engineer). There are also numerous advantages to the current location in a residential neighborhood, in walking distance from the ferry terminal, harbor, VTA bus hub, and many local businesses. The library is walkable for local preschools, the Montessori school, and Tisbury School, and is ideal to serve some of the island’s most vulnerable populations, with Community Services’ Family Center across the street, and an Elderly Housing campus and Camp Jabberwocky also nearby.
404
Will the Library be open during the renovation?
405
The library building will need to be closed for a period during renovation, but the library will plan to provide services from 406 a satellite location. The repairs and addition can be done at the same time to avoid multiple closures.
407

408 How can I stay informed and involved?
409

410 The Library will be seeking community input as this project develops.
