But the federal permitting process remains a massive obstacle. Over more than 25 years, successive administrations and congresses have tried to streamline the agency-review stage of permitting, establishing lead agencies, concurrent reviews, and scheduling deadlines. These reforms have helped, but the majority of projects still miss their deadlines, largely because reformers have all but neglected two other sources of delay: the maze of pre-filing statutory requirements, and the post-approval litigation that can stall completed reviews for years.
