A total of 41 participants from 9 countries were welcomed in Copenhagen. The conference theme, “Uncertainties and Opportunities for Risk Analysis in the Nordic Region,” brought together leading experts, researchers, and practitioners on November 4–5, 2025, for an inspiring exchange on the challenges and innovations in risk management across the Nordic and Baltic regions. The event opened with a keynote by Professor Peter C. Young (University of St. Thomas), setting a powerful tone on linking risk sciences with strategic leadership and the importance of integrated risk thinking in a complex world.</p><p>The program spotlighted two further keynotes: “Emerging Risks and Preparedness,” delivered by Head of Research Nina Blom Andersen (University College Copenhagen), and “Proximity and Risk: Challenges for Societal Resilience in Baltic States” by Professor Aistė Balžekienė (Kaunas University of Technology). These talks anchored a rich lineup exploring hybrid threats, chemical risks, infrastru
49cture safety, climate impacts, and crisis readiness, while weaving in social science perspectives on public perception and decision-making under uncertainty. The conference theme, “Uncertainties and Opportunities for Risk Analysis in the Nordic Region,” brought together leading experts, researchers, and practitioners on November 4–5, 2025, for an inspiring exchange on the challenges and innovations in risk management across the Nordic and Baltic regions. The event opened with a keynote by Professor Peter C. Young (University of St. Thomas), setting a powerful tone on linking risk sciences with strategic leadership and the importance of integrated risk thinking in a complex world.</p><p>The program spotlighted two further keynotes: “Emerging Risks and Preparedness,” delivered by Head of Research Nina Blom Andersen (University College Copenhagen), and “Proximity and Risk: Challenges for Societal Resilience in Baltic States” by Professor Aistė Balžekienė (Kaun

These talks anchored a rich lineup exploring hybrid threats, chemical risks, infrastructure safety, climate impacts, and crisis readiness, while weaving in social science perspectives on public perception and decision-making under uncertainty. At the same time, in the real world, where multiple priorities must be addressed, such regulation has never been easy. This talk will describe how nuclear regulators have faced a number of challenges, using the cases of the Prototype Fast Breeder Reactor in India, Small Modular Nuclear Reactors in Canada, and the AP1000 light water reactor in the United States. Nevertheless, its governance remains a pressing and timely issue, with key questions continuing to feature prominently on research and policy agendas. How can fair and effective decisions be taken now and in the future? How can long-term and persisting uncertainties be managed? How can the different timescales and potential risks of waste storage and disposal be addressed in light of ongoing geopolitical, climate-related and broader societal shifts? What roles can and should different stakeholder groups play in responding to these challenges?</p><p>In recent years, several countries have taken concrete steps to address these questions. In Belgium, construction has started on a surface repository for low- and intermediate-level waste, while a consultation on the decision-making process for siting a deep geological disposal facility has recently been initiated. In the Netherlands, plans to construct new nuclear power reactors have stimulated renewed attention to radioactive waste management. An extensive study and consultation on the governance process for high-level waste was concluded in 2024, and a new national programme on radioactive waste was drafted in 2025.</p><p>This special session zooms in on societal aspects of radioactive waste management, particularly in the BENELUX, with attention to the milestones outlined above. Contributions may address topics such as the evolution from siting to hosting waste repositories; participatory governance processes and procedures in the short and long term; risk and uncertainty management and communication; and awareness creation and preservation, among others. By bringing together researchers, practitioners, community members and policymakers, the session aims to foster transdisciplinary exchange and discussion. Nevertheless, its governance remains a pressing and timely issue, with key questions continuing to feature prominently on research and policy agendas. How can fair and effective decisions be taken now and in the future? How can long-term and persisting uncertainties be managed? How can the different timescales and potential risks of waste storage and disposal be addressed in light of ongoing geopolitical, climate-related and broader societal shifts? What roles can and should different stakeholder groups play in responding to these challenges?</p><p>In recent years, several countries have taken concrete steps to address these questions. In Belgium, construction has started on a surface repository for low- and intermediate-level waste, while a consultation on the decision-making process for siting a deep geological disposal facility has recently been initiated. In the Netherlands, plans to construct new nuclear power reactors have stimulated renewed attention to radioactive waste management. An extensive study and consultation on the governance process for high-level waste was concluded in 2024, and a new national programme on radioactive waste was drafted in 2025.</p><p>This special session zooms in on societal aspects of radioactive waste management, particularly in the BENELUX, with attention to the milestones outlined above. Contributions may address topics such as the evolution from siting to hosting waste repositories; participatory governance processes and procedures in the short and long term; risk and uncertainty management and communication; and awareness creation and preservation, among others. By bringing together researchers, practitioners, community members and policymakers, the session aims to foster transdisciplinary exchange and discussion.
