The\nchoice may rest on the academics the school offers, the environment or culture,\nthe location, or other things that might impact a studentâs learning\nexperience.Â \n	The Appleton Area School District may be getting another\ncharter school that will offer a student immersion education on Hmong American\nculture, as reported by the Post-Cresent.A survey conducted on more than 200 Hmong\nfamilies throughout the Fox Valley reported that 95% of respondents want a\nHmong charter school and would send their child to an immersion school. \n	Charter schools\nare unique in their mission and offer diverse programs that often fill the gap or\na specific need where the public school may not. Charter schools are public\nschools but have a different governance board.Â \n	Charter schools\nwould serve any student in the district or out of the district who want to\napply to there. Those that are out of the district would apply for open\nenrollment, according to the Wisconsin Resource Center for Charter Schools. A lottery\nsystem and waitlist would be used when there are more students applying than there\nis space available.\n	The new charter school, which is in the planning stages, would\nbe called the Hmong American Immersion School or abbreviated as HAISâa Hmong\nword that means "to speakââaccording to Maikou Heu, principal of Johnston\nElementary, whoâs part of the team working to develop the charter school.\n	The new school would serve students from kindergarten\nthrough fifth grade and would focus on the same core academics, but it would\nalso offer a cultural curriculum such as the Hmong language, art, and culture. The\nsteering committee hopes to fill a proficiency gap among Hmong students who showed\nlow reading and math scores on state tests. \n	The steering committee made up of district employees and\neducators have until mid-February to apply for a grant from the Department of\nPublic Instru

1809ction and must submit a formal proposal for the school board to\napproval before the deadline. \n	At this time, no formal action has been taken by the board\non whether the board would support the school. These\ninvestments are called buffered notes. A buffered note is a short-term cash\ninvestment that has the interest rate tied to an underlying asset with a stated\nbuffer percentage of downsized protection.\n		Historically, these types of cash alternative structures\nwere only offered to institutional clients or ultra-wealthy clients who could\nabsorb higher risk levels. But recently more and more financial brokerage firms\nhave been finding a way to make it available to more retail investors with\nlower wealth levels.\n		Â \n		How does a buffered note\nwork? \n		Buffered notes give investors a short-term (6 to 36 months)\nalternative to make their cash work for them at a potentially much higher\nreturn than traditional cash products. Buffered notes allow investors the\nability to participate in a market-based performance using their cash.\n		A buffered note is issued, with an underlying return linked\nto the performance of an underlying asset - letâs say the S&P 500 index. At\nthe time of the note maturity, if the underlying investment â the S&P 500\nindex, has a positive return within the holding period, then the investor\nreceives a positive return according to the terms of the note.\n		If the underlying investment asset â the S&P 500 index,\nhas a negative return within the holding period then the note absorbs a buffer,\nsome of the downsized performance loss up to a stated percentage.\n		For example, letâs assume a buffered note has a 25% buffer\nat maturity and a maximum return of 30%, using the S&P 500 as the\nunderlying investment. If the S&P 500 has a positive return of 40% during\nthe holding period, then the investor will get the agreed-upon maximum return\nof 30% on the amount used to purchase the note.\n		Â \n		Â \n		\n			\n		For demonstration\npurposes onlyâan example of a 20% buffer note. Source: First\nTrust\n		Â \n		If the S&P 500 has a negative return of 50%, then the\nnote will limit the amount used to purchase the note to a loss of just 25% -\nthe buffer loss, and if the S&P 500 has a loss of 20% - then the note will\nreturn par to the investor (no loss and no gain).\

1809n		Â \n		What are the\nconsiderations and risks? \n		These types of cash alternative structures are not for\neveryone, because as you can see from the example above, investors can still\nexperience losses and you must take into consideration the risk and reward. The\nbuffered note can be structured in multiple ways when it comes to maturity\nperiod, growth, and buffer percentage.\n		So, because of the potential risk involved, investors who\nwant to consider participating in these investment notes must typically have a\nminimum of $250,000 cash to invest. The investor must also demonstrate the\nability to absorb any potential losses.\n		There are additional factors investors must also take into\nconsideration before deciding if a buffer note is or is not for them:\n		Fees-These types of notes have high fees, the fee can\nrange from 1-5% to purchase.\n		Taxes-The returns are taxed as ordinary income.\nInvestors who are in a high tax bracket can potentially be pushed into an even\nhigher tax bracket. \n		Liquidity risks-There is also liquidity risk, which\nmeans investors will not be able to access the cash until the note matures.\n		Credit risk of the issuer-Investors must also\nconsider the credit risk of the issuing institution. The investment is subject\nto the risk that the issuer is unable to pay the note on maturity. Lyâs parents,\nToj Xeem Shoua Toua Ly and Kia Xiong had two children, Ly Pheng and a sister. \n		Lyâs earliest experience with music was playing a gramophone,\na record player used for recording and playing vinyl discs. Much later in his\nlife, in 1965, while at the Dong Dok School in Vientiane, he picked up a guitar\nfor the first time. While stringing the guitar, he struck a chord or two of a\nsong he knew, and it sparked his interest in music. \n		He said most of everything\nhe learned about music was self-taught, other than, a few music lessons from a\nVietnamese instructor. Within a year, Ly wrote and composed his first two songs:Tsis Muaj Hnub Ncaim, and Tseem Nyob Tos. \n		In 1966, Ly and a few students joined the Dong Dok, B Band, a\nband for younger boys not old enough to be on the A Band. Together, they\nrecorded at the Royal Lao National Radio station in Vientiane. For the first\ntime, a Hmong singer was on air. \n		It wasnât until 1967, Ly recalls, when he pulled together a\nfew guys he knew from Lycee, a school equivalent to high school in the city of Vientiane,\nto start a band. There was no shortage of talent among the four-member band made\nup of Yang Vu, Moua Yao, Lee Xang, and Ly Pheng, as the lead singer. Unlike in\nthe past, this was an all exclusive Hmong band. \n		Forming a band was easy, but their bigger problem was not\nhaving instruments, or any money. Ly Pheng and Ly Nao Tong Pao came up with a\nclever idea for a fundraiser. Ly recruited a group of students to organize a\ntalent and fashion show performing comedy, music, and cultural dancing; surprisingly,\nthey did well, which allowed them to purchase their first set of instruments.  \n		Besides kwv txhiaj there was nothing for the band to\nwork with. They had no choice, but to concentrate on singing a variation of Lao,\nFrench and English songs. By 1968, Lyâs popularity had grown throughout the\nHmong villages of Laos. \n		When asked whether, at that time, he thought that Hmong\ngirls were more attracted to musicians or athletes, he laughed and said, "About\nthe same. I didnât use music to attract girls.â  \n		One time, Ly Pao and Ly Xang went to Lao Huam Phao, a\nradio station in Long Cheng, to ask if Ly Pheng could record there; they were told\n"noâ. However, this didnât stop Ly from singing. \n		In 1970, after graduation from Dong Dok, Ly enlisted in the\nmilitary. A year later, he was sent to Phiksanoukok, Thailand to complete\nmilitary leadership training. \n		About this time, the country was still in heavy war, but so\nwas the music inside Ly Phengâs heart. After being turned down two years ago,\nonce again, Ly and several other singers approached Lao Huam Phao and\nasked, again, if they could record at the studio. By engaging and activating\nstudents, faculty, staff, and administrators to support the needs of\nundocumented students enrolled in California community colleges, we hope to\ninspire more students to see community colleges as a pathway to achieving their\ndreams.\n		To help us understand what California community college\noffers undocumented students, we asked California Community Colleges Interim Chancellor\nDr. Daisy Gonzales to answer some frequently asked questions.\n		\n		Can undocumented Californians attend community\ncollege?\n		Dr. Gonzales: Yes, absolutely! Californiaâs community\ncolleges are designed to support students of all ages and backgrounds,\nregardless of documentation status, providing many different pathways to help students\nfind the career of their dreams. While some students attend community college\nas a stepping stone to a four-year degree, a large percentage of our students\nattend community college for our specialized career education training\nprograms. With 116 community colleges throughout the state offering degrees and\ntraining certificates in more than 200 high-quality career education programs,\nCalifornia community college graduates reach their dream careers and become nurses,\nwelders, firefighters, healthcare professionals, and automotive technicians,\njust to name a few. Regardless of a studentâs goals, community college can help\nthem get there, by proving high-quality education and flexible, hands-on\ntraining to prepare students for the in-demand jobs of today and tomorrow. \n		\n		What is the cost of attending a California community\ncollege and are undocumented Californians eligible for financial aid and\ngrants?\n		Dr. Gonzales: Costs vary depending on the studentsâ\nneeds and goals, but thanks to the state budget recently approved by lawmakers\nand signed by the governor, all students regardless of documentation status can\napply for state-based financial aid and grants. These changes are the result of\nyears of advocacy by the Board of Governors, students, system leaders and\nadvocates. \n		There are new grants and changes to existing grants that can\nprovide students with much-needed support to go to college and succeed. Grants\nlike the Student Success Completion Grant offers students $4,000 per semester for\nattending full-time by taking 15 or more units, and $1,298 per semester for\ntaking 12 to 14.9 units. Through the California College Promise Grant (AB 19),\nany full-time student who has not earned a certificate or post-secondary degree\ncan qualify to get their tuition fees waived. Beyond tuition, there are\nprograms that can help pay for textbooks and supplies, housing, food,\ntransportation, childcare and more. These programs are in place because we want\nour students to succeed and achieve their dreams.\n		Undocumented students who have AB 540 eligibility (this\nmeans they attended a California high school for at least three years; graduated\nfrom a California high school or received the equivalent such as a GED; and filed an affidavit with the community college\nstating that they will file an application to adjust their immigration status\nas soon as they are eligible) can qualify for state aid by\nsubmitting a California Dream Act Application. This is a safe, free application\nthat will help qualify students for the most possible financial aid. We do not\nshare information with the federal government and encourage all to apply.\n		In this yearâs budget, the state also adopted new\nprograms that offer paid work-based learning opportunities and are open to\nundocumented students. One example is the College Corps program, which offers\nour students $10,000 for educational expenses in exchange for serving your\ncommunity in three critical areas of service to our state: climate change,\neducation and food banks.\n		\n		What are the steps to enrolling at a community college\nas an undocumented student?\n		Dr. Gonzales: The first step is to visit ICanGoToCollege.com. There, future\nstudents can find the community college campus that is right for them, begin an\nonline application, and complete the California Dream Act form to qualify for\nfinancial aid. \n		Once admitted, students can register to take classes. If\na student is not sure where to start, they can begin by contacting the collegeâs\nacademic advisors or UndocuLiaison, who can provide them with direct support\nand help them determine what college path is right for them.\n		What would you say to an undocumented student\nconsidering community college?\n		Dr. Gonzales: Thank you for the question. In 2020, the National\nLao-Hmong Memorial Foundation purchased and fully restored, into operation,\na T-28 airplane (B Series). In the 1960s and 1970s, Hmong air pilots were\nrecruited and trained to fly the T-28 bomber plane during a secret war in the\nmountains of Laos, a war that paralleled the Vietnam War.\n		John Horan, Chairman of the Foundation, shared that he knew nothing\nabout the U.S. secret war in Laos until he met Yang Chee in the 1990s. The more\nHoran learned, the more he was astonished. As he did research, he realized that\nthousands of Americans and allies were saved because of the Hmong and other ethnic\nminorities involved in the war.\n		Horan was so moved by what he learned that when the opportunity\npresented itself, he wanted to help find a way to ensure this part of history\nwill be remembered.\n		"We canât do anything to change the past, but we can do everything\nto try to do the right thing for the future,â Horan said.\n		Yang Chee, a board member, shared that "it has taken so much time,\nso much energy to get to where we are todayâ with the memorial. This endeavor\nis led by Horan, who has invested a lot of his time, effort, and personal funds.\nYang Chee believes our community must make every effort to supp

1809ort Horan in\nthis endeavor, to ensure the memorial is completed.\n		The biggest challenge, Horan and Yang Chee, both agreed on is\nfunding. For others,\nit can be an invention that advances humankind, a work of art that inspires\nthrough the ages, a piece of valuable and meaningful jewelry, or a family\ntradition.\n		For others, itâs a collective effort to work toward a public\nlegacy, by restoring or preserving a piece of historyâlike the Lao-Hmong\nMemorial.\n		The Foundation wants to build a legacy to honor the estimated\n40,000 Hmong men and child\nsoldiers who sacrificed their lives in Laos. Legacy does take a lot of\neffort, time and, ultimately, requires a lot of money to create, build and\nmaintain. For the founders of the memorial, itâs been several decades since the\nfirst dream; now it was surreal that I saw the symbolic T-28.\n		If you are considering gifting to a meaningful purpose or a cause,\nthere are a few ways to maximize gifting with tax benefits.\n		1. Cash\n		Charitable donors, who itemize deductions, can typically deduct cash\ndonations up to 60% of their adjusted gross income. To itemize, according to\nthe IRS, your eligible combined itemized deduction amounts must be over the standard\ndeduction. For the 2022 tax year, the standard deduction is $12,950 for single\nfilers and $25,900 for married filing jointly.\n		2. Appreciated non-cash assets\n		Charitable donors can donate appreciated non-cash assets held for more\nthan one year. This can eliminate capital gains taxes, so instead of losing\nthose dollars to taxes, donors can direct more money to charity.\n		3. Qualified Charitable Distributions \n		Charitable donors over the age of 70 Â½ can donate directly from\ntheir retirement account up to $100,000 per tax year and those donated amounts\nwill be excluded from being taxed. For many of our parents who grew up\nin Laos, education was a dream they could only imagine coming true for\nthemselves- educational access was limited, many families could not afford to\nsend all their children to school, or it was a dream started and dashed away by\nthe war. \n		Many of our parents witnessed the power of how knowledge and\neducation increased economical upward mobility. For many Hmong parents, their greatest\ndesire is for their children to seek higher education because they saw\neducation as the best path out of poverty.\n		For the one-and-a-half generation of young Hmong men and\nwomen who came to the U.S. as young refugees, there were no college savings, or\nfinancial contributions from our parents, which led to thousands of dollars in\nstudent loan debt.\n		Professional, high-paying jobs after graduation were competitive.\nAs the day-to-day family expenses, including financial responsibilities and student\nloan debt, start to pour in, many discovered they cannot pay it back, can only pay\nthe minimum, or had to put their student loan debts on hold, causing debts to\nballoon.\n		For others, being the first to graduate college and obtaining\na decent professional job also meant - that your income was now also your\nfamilyâs income, you had parents and younger siblings that relied on you for\nfinancial means and support.\n		The financial responsibility was great, and the student loan\ndebt was daunting. For many Hmong individuals as they grew into their careers\nand made more income, it became more manageable, for others, it continued to be\nan obligation that weighed them down, especially those who chose public service\nas a profession.\n		At the same time, middle-class student borrowers are not\nable to buy a house, put\nmoney away for retirement, save for their own children, or start small\nbusinesses.\n		The Biden\nAdministration recently announced a student loan relief program to help\nprovide relief for up to 43 million student borrowers. Many of those include\nHmong student borrowers. The event\nis open to the public.Â \n		Dozens of\nLao-Hmong pilots courageously flew thousands of deadly missions bombing\nenemiesâ strategic positions in Laos and preventing the North Vietnamese Army and their\nallies from using the Ho Chi Minh Trail as their war supply route through Laos to\nfight American forces in South Vietnam.\n		The Minnesota\nCommemorative Air Force, CAF, is displaying their fleet of WWII aircraft as\npart of the historical aircraft presentation. A real T-28 will serve as the centerpiece of\nthe National Lao-Hmong Memorial when it is built.\n		The National Lao-Hmong Memorial FoundationÂ will fly in its restored T-28 fighter bomber. Painted\nin the colors of the former Royal Lao Air Force, this historical T-28 will be on display\nrepresenting the aircraft flown by the Lao-Hmong pilots during the "US Secret Warâ in\nLaos.\n		Inside the CAF\nhangar will be the artwork and video of the Memorial design and Landscape\ndesign features of the structure.
