Malcolm Smith told the board the county learned of the breach only after he contacted the Virginia Department of Conservation and Recreation. He faulted the county for not responding more proactively. County officials replied that dam safety regulation and enforcement fall under DCR jurisdiction, not local government. Emergency services mobilized after notification. Supervisors said they will begin annual contacts with dam owners to confirm emergency action plans are current and will work more closely with DCR on compliance. <script type="text/javascript">AdGroup16();</script> &nbsp; In other action, the board unanimously approved an ordinance amendment setting the lodging tax rate at 12%. It also passed a resolution adjusting tax relief for qualifying personal vehicles for the 2026 tax year. The board also unanimously appropriated \$539,695 from the Capital Improvement Plan fund to buy two new ambulances for Carroll EMS. &nbsp;</div>

All voters will have three proposed constitutional amendments on the ballot. A prolific musician in the 1920s and &rsquo;30s, Dalhart recorded the first country album to sell a million copies &ndash; a two-sided 78 RPM disc featuring &ldquo;Wreck of the Old &rsquo;97&rdquo; and &ldquo;The Prisoner&rsquo;s Song&rdquo; that is enshrined today in the Grammy Hall of Fame. Dolly Parton, Johnny Cash, Willie Nelson, and Doc Watson are just a few of the many artists who have covered songs first recorded by Dalhart, yet he remains relatively unknown today. <script type="text/javascript">AdGroup16();</script> This program features live performance and storytelling as well as historic videos, recordings, and photographs commemorating Dalhart&rsquo;s influential career. A 2015 Nissan Ultima was travelling northbound on Route 620, near the intersection with the on and off ramps to Interstate 77, when the Altima crossed the center line and struck a Peterbilt tractor trailer head-on. The driver of the Altima, Peyton C. Ray, 18, of Eagle Springs, North Carolina, suffered serious injuries and was transported to an area hospital.&nbsp; Ray later succumbed to those injuries.
